Customers with very large transaction volumes are having performance issues with loading pages. To resolve the issue, we are adding a "Limit" in the number of rows to return when a specific search is not in play.

Design:

1. Add a company-wide configuration called "Number Of  Rows to return in forms with Search Capability". Configuration name: "System.Search.RowsToReturn". The default value is: 1000
2. Remove all page specific limits and replace with 1. above
3. Add row limits to all forms that have Search Capability
