Subject: Leave is not accrued when a Leave is allocated for a period outside the current Pay Control Year
Summary:    

In Menu "Leave Allocation", the Accrual entry does not go through  when the current year is outside the Leave allocation period.

e.g. ASL is allocated to an employee for year 2022, however the Pay Calendar year is 2023.

We have added controls to prevent users from moving the Pay Control into a closed period. See L13124 Comment 6.
