Subject: Fiji Payroll Legislative Change 2017
Summary:    

FRCA has introduced the following Legislative change in the Tax Table that needs to be implemented from August 2017. Below is the new TAX Table:


The below scenarios needs to be handled for all pay frequencies. The below scenario focuses on monthly:

Scenario 1: Monthly
Employee paid $26000 Standard throughout the year.
  1. Jan to July PAYE $95/Month.
  2.  August to December $0
  3.  No variance in the PAYE Report.
Scenario 2: Monthly:
Employee paid $50000 Standard throughout the year.
  1. Jan to July PAYE $455/Month.
  2.  August to December $ 300/ Month
  3.  No variance in the PAYE Report.
Scenario 3: Monthly:
Employee paid $290 000 Standard throughout the year.
  1. Jan to July   
    1. PAYE $4 455/Month.
    2. FJSRL $383.33
  2.  August to December  
    1. PAYE $4 300/ Month
    2.     FJSRL $216.67
    3.     ECAL  $166.67
  3.  No variance in the PAYE Report.

The following changes needs to be made: (Alvis)

  1. Tax setup needs to allow same Tax Code with different effective dates.
  2. Tax Calculation should use all tax codes based on the effective date.
Review Payroll reports and make a list of reports that would need to be made. (Vineet)

Next meeting 2pm (or earlier) if Alvis can finish the effective date changes.

1. The following changes were made(Include Database object names, Program classes and any other relevant information):|

  1. Added ECAL to Previous Employment record screen.
  2. Added "Is Tax Paycode" flag on "Pay code" screen. This flag is used by reports to sum the tax amount.
  3. Changed tax calculations to handle multiple effective dates for the same tax code.

QA for product and Patch Releases
Step 1 - Developer to system test changes until not issues are found - Alvis and Sanjay to sign off on System Test
Step 2 - Product expert allocated by Consulting Manager for Product QA.
               Consulting Manager to allocate resource
               Consulting Manager to sign off on UAT and Generic Test

  1. Original case assigned to Development
  2. When the product is ready for release, System test details are entered into comments and the CASE HEADER Table updated.
  3. If system test passes, assign case to Consulting Manager for UAT
  4. If UAT Passes, Assign case for Documentation or close case
