Subject: Add a configuration to disallow "Retirement" alert to be sent to the employees
Summary:    

NFA has requested that the "Retirement Alert" should be only sent to HR. Currently, the email is sent to HR and the employee. 

They want to exclude employee for the following reasons

  1. Employees can plan and collect data for Financial gain knowing they would be leaving soon.
  2. Employees would stop coming to work and take up all "Sick Leave, Bereavement, and Family Care" leaves to cover the remaining number of days. 
  3. Employee can be semi-retired where HR will make an offer directly to the employees. Thus they do not want the retirement alert to be sent to the employee
