Summary:    Since RM does not support multiple company, we should use the COMPANY ID provided by the RM Site files to prevent cross company data issues.

Additional details: LT_SYS_User_CREATE is called when the user registration completes instead of tagging with aspnet framework procedure. UserID and company ID is passed from the application.  Company ID is read from Web Config.
