Pay update alert should have all employees email in BCC, it is a breach of privacy to give away other people email address when we have all the email address in To or CC.

1. The following changes were made(Include Database object names, Program classes and any other relevant information):|

1. Changed pay update alert to use BCC to send all employee's email address.

System test completed. Verified pay update alert and all email address for employees were in the BCC field.

The following tests were done in the email framework:

1. Created an email message with only BCC. Email was sent successfully.
2. Created a report email message with an attachment having only BCC. Email was sent successfully.
