Summary:    No need to raise an error, maybe log this as ain information message and inform the user that they do not have access.

PART A - Development work for this case has been completed.

1. The change will be available in version: 13.12

2. The following changes were made(Include Database object names, Program classes, and any other relevant information):

  1. Added check to validate the user has no access to any menus
  2. Log a message when access is not available

3. Affected Areas:

  1. All menu's where user access is checked

4. The issue was caused by:

  1. Improvement to logging
