Subject: User List Dropdown should show users who have access to the module group
Summary:

The user drop-down for Helpdesk forms should show users with Helpdesk access only. Helpdesk user list should not show ESS users and vice versa. The same applies RM Users.

The problem was identified in a client database that had 14000 registered users which were causing the helpdesk and ess components to timeout.
