1. Issue Description (Current behaviour and expected behaviour): 

Customers are using the feature "Import, Submit and Approve"

All editing for allowance and ESS time is done under Time View - By Week.

However, users can not directly set hours to zero. They can reduce hours from 8 to 1. However not 8 to 0

    1. The issue was caused by the update process skipping records that had zero duration.
    2. We have changed the process to update records with zero duration.
